I've had this occur a couple times already. Firstly I've been hit and shaken only to see my paper doll registers no damage, and secondly I've hit something dead on from behind, while it was perfectly still, and it has taken no damage. I suspect catapults have a spot on em that doesn't take damage much like the dragon did. The ppc when grouped together (to me) also seems to not do damage once in a while as well even within the correct range (not at minimum or maximum range) so something may be going wrong with them when fired in multiples.

This is probably related to the new / known issue where weapons are passing through terrain. You probably got shot by a round / missile that would normally have been clipped by a terrain feature. The server still counts it as a miss, but the graphical effects still occur. You will see rounds / shots / missiles etc hitting you and shaking your screen but somewhere downrange they ran into a building / hill and were cancelled.
Forgotten the bug number but that's the likely culprit for what you're seeing. See if you can find the thread in known / new issues section and see if what others are reporting matches your experience.

I've seen this happen with PPC and ballistics, but have also noticed shots hit when I've seen them stop on a hilltop between me and my target. So it seems to go both ways.

I had this kind of problem too the last few days.
My connection to the servers in Canada had was pretty bad (provider related) with >20% packetloss.
It seemed that if damage notifications were affected by this, the server simply "forgot" what happend. This affected incoming and outgoing damage of weapons (even lrms we not doing any damage) aswell as Leg-damage from jumpjetting.
I could jump as high as i wished, but didnt receive any damage uppon landing.
This is probably a netcode problem, that could lead to terrible exploits and hacks in the future.
