I don't think that 90% is a probability. It's more likely a percentage complete.
Which doesn't bode well (problems in testing most likely?), but I'm hoping PGI is just lazy sometimes at updating their info and it's actually 100%. ;-)

You mean if Phase 2 is 100% complete, there is a still a 10% chance we wont see it? probability sucks.

Thats probably not what takes so long. I guess the testing/tweaking is for UI elements in the frontend.

nah, it probably has more to do with the fact they never anticipated having more than one queuing system in game when they created the first one and have to scrap the original and code from scratch to allow both queues to run in tandem.
Basically lack of foresight.

The team queue, unless changed AGAIN, will allow anyone 5+ (possibly even 4mans) to define themselves as a "premade" and enter the big-boy queue. Whether that makes it easier or harder in your mind, I can't say.
Egg on my face, great PGI. They're back to this "only 8 man team" thing for "premades." They WERE saying it would allow smaller teams, but you would not necessarily face the same number of enemies. I guess that was too much work.

There wasn't a lack of foresight, there was a gross overestimation of the speed at which they could complete this game. Community Warfare probably had a plan for matchmaking, and places in the UI buttons that are greyed out for more comprehensive team making and game launching. All of that is missing because CW isn't done. They thought they'd have it done near the end of the year or just after.
It wasn't lack of foresight, they're going back and adding in tons of temporary options for the whiny player base. All of these options are going to be removed in CW, and replaced with the original features. Assuming the game ever gets there.

Phase 2: December 4th - 80% (Delayed due to testing)
Further down in the first posted link he details how to do 8 man drops. So I am fairly confident that it is going to be implemented in this patch. (note that I did not say it would be in this patch, just fairly confident)
