Which Mech is best for hit and run tactics? i.e. go in, deal the damaging blows, sometimes killing blows, and then get out of dodge, turn around, and repeat?

A little expensive but use it like you said; Run in, unleash hell, then run out. Rinse and repeat. With the ECM installed they shouldn't be able to lock on to you allowing you to get away (relatively) unscathed.
