Why don't PGI implement a integrated voice-system similar to the one in World in Conflict (WiC). That game is also with 2 teams of 8 players each where there is a heavy emphasis on teamwork. Sure there are ppl who refuse to work togheter there as well (arty-noobs anynone), but the in-game voice com is simple, elegant and powerful. WiC also has the same "commander map" as MWO; but much better. All players can put out command markers like "Defend here", "Need support here" in a quick and intuitive way; and it is easy for others to see.

If PGI is reading this: please look into the teamwork mechanics of WiC and see if you can borrow some ideas from that game.

There is an in-game chat system using C3 VOIP. However, it needs a lot of work. For starters, it does not create ad-hoc team channels when you drop into a match. And apparently, there are other drawbacks as well. If the game created ad-hoc team channels for each drop, then most of the PUG vs Pre-made tension will go away.

I know about the C3 VOIP, but I'm sorry to say it is not sufficient. IMHO this game desperatly needs a true VOIP without the need for 3rd party software. I really think the developers should look into the teamwork tools (VOIP and command markers) of WiC as they are pretty good.
