First up, a few notes:

I'm aware that this is a known issue, however judging by the small number of threads and replies regarding it I don't think it's very well known.

I've already lodged a support ticket regarding it.

Simply posting "works fine for me" doesn't help. Perhaps include your location or some kind of useful information that could help.

Anyhow. The patcher has always downloaded patches really slowly for me.
So far this patch, a rate of about 1.6mb per minute. This is consistent with prior patches.

I'm in Australia on 8mbit ADSL, and not using any form of wireless.

Nothing else is using the network connection and diagnostics confirm that there are no connection issues, no unusual background traffic and that the patcher just seems to be using very little bandwidth. I have no problems patching any other software in any manner.

I've disabled my AV (Avast) and it seems to be a little bit faster, but still nowhere close to maxing out my connection or even using a significant portion of it.

My network usage averages between 0.2 and 0.6Mbps during patching.

Does anyone have any suggestions, prior experiences, workarounds, or even a way to download the patch without the patcher?

On a related note, the patcher progress bar is quite misleading - it seems to divide itself into thirds since there are three patches... even though the first patch is 113mb while the others were under a mb each. So once It finally downloaded the large patch, remaining two thirds of the progress bar were completed within a minute.

...only to then need to download another 10mb patch. But at least that won't take too long.

SUMMARY: My slow patching is/was caused by Symantec / Norton Antivirus.

DETAILS:
It's been downloading for two hours, and is still on patch 1 of 5. (About 58MB of 112MB).

I verified I can pull down other media at 1 to 5 megabytes per second from other sources.

MWO looks to use HTTPS to a google hosted server for patch downloads.

I couldn't find anywhere else to download an offline patcher.

It's been a few days since the patch was released, so it shouldn't be overloaded.

I'm in the US, in Dallas, on the verizon network (GTE

When I go to the site directly, I get a quick response from the google web servers hosting it.

I disabled Symanted Antivitus, restarted the download, and it went very fast.

This might be something for patch notes / known issues, is to have players disable Norton/Symantec during the download, and if they are concerned, re-scan their system after.

Good diagnostic work and cheers for the tip. I found that the latest patch downloaded nice and quick. Nothing changed at my end and I didn't disable my AV... Fingers crossed it's an issue that has been dealt with!
