It is to my understanding that the RVN-3L is only able to carry 1 ECM just like the other mechs which has been allowed to carry it as well (AS7-D-DC, COM-2D, etc).

How about letting this Raven carry up to 2 ECMs? The pilot would have the choice to then put his ECMs to these options:
(a.) 1 Disrupt, 1 Counter
(b.) 2x Disrupt (to overcome 1x Counter)
(c.) 2x Counter (to overcome 1x Disrupt)

It would put more emphasis in its specialisation as *the* Electronic Warfare Mech.

... no I'm not a RVN-3L pilot; I own only Hunchbacks at the moment.
