I remember playing this mech in the MW4 series and although it was an old design it was an allround great mech.Good speed ,Electronics, weapon Hardpoints and handled like a Medium Mech.Has anyone heard anything about them adding it?

I know it depends on how they implement it here, and if it will even be available, but in MW4 it handled very nice

The victor is one of the 'mechs that was being guessed at by the community before they revealed the highlander. A lot of the gossip among the players was that we wouldn't be seeing it because it was basically a miniature atlas in hardpoint loadout. Some variants have Jump Jets though, so that's pretty cool.
Quite frankly, I think we could use something the allows a similar playstyle to the atlas in a slightly smaller, slightly more maneuverable, and slighly cheaper to repair chassis, so I'd be good for a Victor. That, or an Orion.

Sarna page to the 'mech he's talking about

I expect we'll get the Victor at some point. The default design is a little light on armor for its size, but it'd have nice speed and agility for it's weight, and a good distribution of hardpoints.

Of course, the only question is - if the right arm traverse slaves to torso like CN9-AH/YLW, does the left arm (with all its actuators) get to move freely or not?

Very different from the Atlas. All variants have jump jets. Main ballistic is right arm only, with two variants carrying machine guns on the left side. Energy slots are left arm and missiles in left torso. The Li variant could be a contender for a hero Mech: missiles and lots of energy slots.

I think we will see the Orion before the Victor. The Victor is an 80 ton mech and we already have the Awesome. We do not yet have a 75 ton mech, and the Orion is 75 tons and is also a well known and popular mech.

I do hope we get the Victor, but I think the Orion is more likely to come first.

Victor is meh. It doesn't have much to offer that the Highlander doesn't already.

Having played both in MW4 it had more speed and much better turning rate IMO

Heh. Sadly, it also uses mixed armor + multi-location weapons as well, rendering it impossible to do with MWO's system. The snubbie Long Tom would be fun, though.
