When something new is added, player use it allot. Does not matter what it is, you will see allot of it because people want to use it and figure it out. No better way to learn a counter to something than to use it yourself.
When Cicadas came out, EVERY ONE used them, same thing with anything that has been added from closed beta and up to now.
So dont be disheartened, ECM will not be as wide spread as you see it now. Eventually you will see less of it as people decide they dont enjoy the mechs you get ECM on.

Yep, was on last night and the 8man ECM teams and even 4+ PUG groups had gone and it was 1-3ECM per team

1-3 ECM per team is not bad,. I would expect that 2 ECM mechs would be basic enough for most any team. My group generally runs 3, 2 scouts and i like to pilot a cicada anyway so i just adjusted it a bit to run ecm for the main group. But the thing is, the ECM is on mechs my team runs normally anyway.

If you see everyone running new things it's because the community needs new stuff like bread.. it's normal.
It's a beta and we need bugfixing and ballast first.. but to avoid the game stinking we really really need new content.

Well, they gave ECM to one of the better Atlas chassis when they should have given it to an Awesome, they gave it to the fastest Raven chassis (and thus most useful, though I'll grant that one's part of its canon config at least), and they gave it to the most useful Commando chassis as well. The only ECM chassis that isn't best-in-its-class is the CDA.

No Guts No Galaxy had a discussion on last night and Garth expected that 2 or 3 will be the norm but it will take some time for it to settle down. I tend to agree, people will figure out a build to hunt the lights with ECM and another build will be used to counter the D-DCs with ECM. Then we will be forced to go back to "normal tactics" cause counters have been determined.

I agree, but which awesome?
they need a heavy with one too, but definitely not a catapult!
the D-DC does kinda lend itself, being module heavy already... I have one for competetive 8-man, but I run my founders as much as I can for cbills
