Newb- Can't Find Ecm's

Maybe I'm in the wrong forum; if I am, sorry! All this talk about ECM's has made me want to try them out, but I can't find them anywhere to install on any of my Mechs. Are they only for certain types, and maybe I just haven't bought the right robot? Are they sitting somewhere right in front of my face and I just don't see them? Also, where are my car keys? Thanks!

They are only available to specific mech variants like the Raven 3L, Commando 2D, one of the Cicadas (can't remember which) and the Atlas D-DC.
