Training Group button.
Your group cannot drop until it is a full 16.
No Exp, no cash, but free repairs.
Clans/guilds/Corps can show newbees the ropes, take potential members for a test drop, etc without affecting the economy.
Quad map:
Only 8 mans and training groups can select this map.
Stick 2 river city maps together with 2 forest colony maps, randomly put teams on one of the 8 potential bases , but DO NOT show bases other than the start base on the map. Increase time to 20 minutes , and base caps cannot occur if more than 4 enemy mechs are alive.
edit: or just stretch a river city or forest colony map to 4x size
Almost(?) no work for a big gain in player satisfaction...

I heartily agree with the training group idea, for multiple reasons.
1. Training and figuring out how gear works.
2. A safe place for new players to walk around until they figure out how to torso twist, shoot at static targets, etc...
3. To hold trials for Clan style units.
4. Player run tournaments.
PGI wouldn't have to change the maps, and 8 man vs. 8 man drops are normal, and the 15 minute time limit and base cap mode could be in place.
The only changes PGI would have to make is:
Repair/Rearm cost reduction after match.
Allow for two groups to drop against each other.
Call it a 'simulator mode.'

Regarding your second idea: it probably is more difficult than it sounds, but these tiny maps we're playing on are just that. TINY.
