Simple way:
Put a charge bar on ECM like jumpjets. It is used up fairly quickly for either mode and recharges slowly. Pilot modules could tweak these things. Rewards good tactical piloting with teamwork not spamming. Using it for stealth bubble on one charge may only get you and protected mechs across say half the map before a slow recharge.
Guess what? If you decided to go for a stealth base rush and used charge up and get sprung.by an enemy mech with fully charged ECM to counter you are in trouble so take your pick mechwarrior! This idea also supports ECM stacking as your are basically having more charge on your team.

This sounds like a great compromise. What I like about is your idea that it would make the lance work as a team and also that it would place a limitation on how long the ECM field would remain active. This would also allow the use of ECM to gain more acceptance with mechwarriors who default to LRM's whenever possible, because there would be an inactive period where they could get a lock.

I think it's a solution that also puts the choice and control back into the hands of the ECM wielding mechwarrior. Use it defensively or offensively, just not all the time and be aware that using all the charge up will leave you open to LRM attack and also leaving you unable to counter enemy ECM.
Given it's power at present, it certainly should be for point use in attack and defense, not an 'always on solution'.
I think a good mechwarrior should have a lot to think about in the heat of battle, not just flicking a switch 'on' and leaving it.
