I think you've pointed out a big problem with the current ECM balance with ECM being only on certain mech variants. If the team with more mechs with ECM gets to benefit from ECM (while countering enemy ECM) then just bring a team of 8 ECM mechs. When ECM variants are already one of the best variants for the respective chassis, there is no reason to bring anything other than the variant with ECM. You sacrifice nothing for picking the ECM variant every time you play.
