If these are real and they are Hero Dragons... lets not forget that 1 or both could be Grand Dragon designs as the GD is also 60 tons.

I'm against the idea of unique loadouts for hero 'mechs, but so far PGI has done a good job of making hero variants unique but not overpowered. Though the idea of a 3 UAC5 Muromets is tempting... maybe it is OP for all I know.
Also, even a two ballistic Dragon (one in each arm, or something similar) would not have any real advantage over a CTF-3D, or a Catapult K2. Slap a 340XL Engine on your CTF-3D and you'll go nearly as fast (80 kph) as a Dragon with a 300XL (87? kph).

Right arm gets to lose the hand actuator and allow an ac20 (but retains 2 hard points for flexiblity)
Both side and centre torsos to get laser hardpoints 5 in total (r=2, c=1 l=2)
Left arm gets a missile hardpoint
Added Jump Jets
Paint scheme as follows:-
Dragon Scales covering the entire mech
Dragon mouth art similar to ww2 fighters on the front and sides of the CT
Now that sounds like a sweet dragon
If ECM is added it would be OP

A Dragon with ECM alone would leave a sour taste in my mouth. The only heavy with ECM? A fast heavy, no less? I'd be OK with it once there are other 'mechs that can perform a similar role - like another fast heavy, but not at this point.
Any one (or two) of the hardpoint changes you mentioned would be enough for a Hero 'mech.

What about the paint scheme... so far the two current hero mechs have had awful paint schemes
