First off, I don't really have that big of a problem with the effects of ECM at the current iteration of it. However, being small in size and weight, you don't really need to make any major concessions to equip it. You are after all completely neutralising homing missile effects on yourself and those around you. Perhaps if it interacted with the heat system somehow, it might be more of a trade-off to have it?

For example, since it seems to me it would be a relatively complex and sensitive piece of equipment, it could either cause extra heat whenever it is causing jamming effects on other mechs, or perhaps just be affected if your heat goes high enough due to firing your weapons. Having both might be a little much, but either one should make you think; is it worth it to equip this, if it's going to work poorly in high heat/cause me to overheat faster?

I don't know enough of how good counter-mode is so I don't have any opinion on it.
