What is the benefit to having small pulse lasers instead of small lasers? I had a look at the wiki and by the look of it the only difference is that the small pulse laser weighs twice as much, has a .25 lower duration, and costs 1 more heat.

To do full damage, you must keep the laser beam on target for the whole duration. So, if you have trouble doing so for full 0.75 seconds, you might do better with small pulse laser.
Some people use them on fast light mechs - if you're strafing past a target at 140 kph, you might have trouble holding it in your sights for any duration, and the range is not a problem when you are that fast.

I guess so, but for all its disadvantages it doesn't seem to weigh up right.

They could stand to use a 0.5 - 1.0 damage buff at the very least. No real reason to take a small pulse over a medium laser.
