[Performance] Limit Fps In Frontend

Hi

The problem is much likely already known and worked on, and hopefully be "deemed solved" with the upcoming FE overhaul in the future, just my 2 cent to this issue:

The problem: high power consumption and heat dissipation.
It seems the Cryengine is running in the background with no limitations.

The frontend is running on full 60 FPS on my display (HDMI 1920p60)
On my GTX560-Ti the GPU load is between 51-55% and the GFX card is running hot to ~68°C (Idle=41°C), all setting to VERY HIGH.

Solve:
- limit the FPS of the engine in the frontend to 25fps. Not the whole frontend, only the renderer.
Maybe even reduce it to 15 or 10 FPS, this should be enough to display the mechs without stuttering.
The frontend is only a showroom and not a fast paced ingame action

- deactivate the renderer on tabs that do not need any 3D effects, and only display a generic mech picture in the background.
e.g. in the HOME tab or the PILOT LAB tab
Or freeze the engine to 0 FPS in those tabs.
