So, would raising the smaller packages to 250 per $ be an incentive? I'm ok with that if the top is raised to 300.

The way their pricing should work is this:

If i didn´t miss something then there was never a statement that said, that the founders packs set the base price for MC costs.
All i did read was "founders bonus" all the time, so imho the founders packs were already sold as packs with bonus MC and not as "base" packs.
So you should see the 1$=180MC pack as base and everything else as bonus. Just because its not written down as 180 MC + 70 BonusMC it still is.

And for the price balance, there will be no change i think. Simply because it would be slightly unfair for the people who already bought different things with MC. Maybe there will be different time restricted discounts sometimes, but thats it.
Compared with WoT, MWO is cheaper anyways, except the strange christmas items.

The biggest problem with the variable MC per dollar setup, is that seriously discourages people from buying any MC at all if they were only planning on buying a small amount. For the players that are willing to spend $100 at a time, they will probably buy MC no matter how much they actually get. But for the players that only want to spend $5-10 dollars for some paint or a bobblehead, it will probably keep them from spending anything at all, since they will not feel it is worth it. there is even a possibility that it will turn them away from the game all together. I know I do not want to buy any MC as it stands, because I am not going to spend $100 on this game, and buying the smaller packages is a waste.

The flaw with the current variable MC setup is that it caters to the devoted players while alienating the casual players. This will not help attract new players, and the fresh income they would bring will be lost.
