Currently, unless I'm mistaken, if I am trying to TAG a target mech that is under an ECM bubble, I must then be over 180m away from that mech in order for TAG to be effective even if that mech itself does not have an ECM.
My suggestion is to alter this rule in order to allow TAG to correctly affect mechs that do not have an ECM equipped, but are still in the ECM bubble.
i.e. An ECM equipped enemy mech is 179m away from my target enemy mech keeping it in an ECM bubble. My target is 10m in front of me. Since my target does not have ECM equipped, my TAG should be able to paint my target and allow my missiles to lock-on to it because the ECM equipped mech is outside of the TAG minimum range under ECM.
I hope that this makes sense.

I could be wrong but I believe that I noticed that I was tagging a Catapult who was under an ECM bubble from an Atlas. I was over 180m away from the Atlas and could not TAG the Catapult because I was within 180m of it.

No, missile locks are only locked out if you are negatively effected by ECM. You can acquire a lock (at half speed, without Artemis bonuses) on an ECM-ed mech with yourself as the spotter so long as you are within 200m of the target, but at least 180m from a hostile ECM.
Currently, TAG is supposed to totally negate the ECM-disrupt effect on a hostile targeted mech.

The first part, not the second. I've played CDAs exclusivlely after the ECM patch, so I haven't used missiles in a while.
