ok that being said, many posts of frustration by myself and others led me to not play for over a week. I found this by accident.
Go to task manager, look at CPU usage with system running nothing (just windows desktop).
what I found was under processes, CPU usage column.
windows media player network sharing was showing a value of 99.
went into control panel/programs and features/turn windows features on or off and turned off windows media player.
I played about ten rounds with this setup and frame rate bug never happened once. frames stayed consistantly above 25 with an average of 35-45. just to check my findings, I turned windows media player back on and frame rate bug happened first test drop.
if this helps one other player who felt the frustration and angst I had it will be a success.
