You need to unlock basic tier on 2 other mech variants of that type.

you need 3 variants of the same chassis basic skills unlocked to unlock the Elite skills. then once elites are unlocked on all three, you can unlock master.
I.E. If you had a Catapult k2 will all the basic unlocks, you would need 2 other Catapults that are not K2 variants with all of the basic unlocks to proceed to Elite.

For Elite you need 3 Variants of a single Chassis to finish Basic.
For Master you only need to finish Elite in 3 Variants within the weight class (3 of the same Chassis, 1 each from three different Chassis, or 2 from one Chassis and 1 from another).

Buying modules has nothing to do with elite/master on mechs. Every mech comes with one or more module slots, you can buy/equip modules on new mechs that you've never run before..
To buy a module, you need to unlock the skill (in the pilot tree, as opposed to the mech tree where the basic/elite stuff is). To unlock skills, you have to spend GXP you've accumulated. Once you unlock the skill, you can buy and equip the module (if you have the cbills for it).
Master on a chassis gives you one more module SLOT above the stock number of slots, that's all.

You can see the number of free module slots here...

The column labeled MS. Most mechs come with 2. Master allows +1. You still need to unlock them in Pilot Lab and then buy them.
