There will be 'Mercs "factions", there will be Clan "factions"...but as of now there won't be Pirate "factions"...

Am wondering whether you mean private factions or pirate factions?

If you mean pirate factions although there isn't one, nothing is stopping you from making a guild and playing as pirates I guess?
