What is more powerfull?
What is the range difference between those two?

BAP gives a slightly better sensor range, and it reduces missile lock time and lets you lock on to shutdown mechs at close range. If sensor range is important to you you can get both because the effects stack. If you have both you can spot targets some 1150m away.
