I've experienced the FPS drop before on other maps, but mainly it seems to happen on River City to myself and the majority of people I've encountered. I noticed that when looking at the main city, or the environment in general my FPS would drop, but when looking up as far as I could (in this instance at the sun) my FPS returned to a more acceptable number. I recorded this clip that unfortunately I only recorded a short bit of the match. But I feel as though the whole match wouldn't be necessary to get the point across of what was going on.

As you can see I was in the process of discussing it with people in the match aswell.

Wow I thought this was rather important (a rather game breaking issue) and it seems to have gone un-noticed....
bump for justice.

maybe if your video wasn't private and we could see more than a cockpit and some lightsabers in the still preview image.

Yeah, I just experienced the same thing. Framerate was fine in upper city when looking away from harbor. But as soon as I turned towards the docks or the river-side of the lower city, my framerates dropped into a slideshow mode. In the distance I could see the billowing smoke clouds rising in the distance.

I've experienced similar occurrences on Caustic when looking at the billowing smoke clouds coming out of the crater/smokestacks. Again, framerate returned to normal when looking away from the smoke clouds.

Perhaps the particle physics need tweaked? This framerate bug doesn't always happen, but when it does, its fairly predictable in its behavior.

FWIW, I'm running an i5-2500K quadcore with 16GB of RAM and a GeForce GTX 560 Ti using the latest official nVidia drivers.
