When you either land with JJ or fall from above in the right way, you get stuck to the river city central platform. I'm talking about the one that you go south side when starting south base and there's the ledge leading up right at the end of the shore.

Chances are they know about this, but if you can, submit a screenshot with the position you were at (F9 in-game) or supply them for support to look into this.
