I actually feel that your basic formula is pretty good and matches my own experiences and observations. Of course it doesn't cover every situation, but rules of thumb never do. It is certainly a better formula than the firepower stat given in game.

Using the basic formula I can get a Stalker-5M up to 8650.8, and it's completely useless...Firepower of 178, speed of 48.6...you are not taking into account either the heat efficiency (0.74), ammo (only 2 tons for 2 LRM20's, & 3 LRM15's), or armour (464/526).

There is no basic formula that would work properly, only complex ones (unfortunately you can't use a formula to predict stupid, see my example above).

Just use BV, there has to be a table somewhere that can figure it out.

The formulas do hold if you assume certain things like adequate ammo (15-30 connecting shots worth)

I too have thought about finding some way of easily rating a Mech's CE.

No success so far, but I wish to point out (sorry if someone mentioned it already) that the Firepower rating is range dependent. For example; a CPLT-A1 lrm boat with 6 lrm15s will have a high number. But from 100 meters away it's firepower is zero. So I believe any formula using the firepower value as it is currently expressed would be misleading.
