Use the mech for its intended purpose, long range support. Catapults do well with XL engines, their torsos are small. Upgrade to a XL300, this allows you to shake lights and get to help when you have to. So! Strap on some lrms. I suggest two 15's and two 5's the CT needs two MPL or ML's for backup, and slightly discourage lights. I'm not sure If this build requires ES or not. Always equip JJ, again you need to be able to run away from lights and get to safety / help.

There is no intended purpose (in MWO) for any of these mech chassis. The only restriction is number of hardpoints and be they ballistic, energy, or missile.
A 300XL engine will get you moving at around half the speed of a light mech. You won't be shaking them.
With the need to mount TAG on any LRM builds in this cursed age of OP ECM, the Cat C4 is certainly better at the job than the Cat A1 (which has no energy hardpoints), but not as good as the Cat C1, which has 4 energy hardpoints. The Cat C4, with 2 energy hardpoints comes up short on the ability to defend itself at ranges under the LRM min range of 180m. If you absolutely must put LRMs on a Cat C4 in this cursed age of OP ECM, this is my recommendation:
250XL engine (you wont be outrunning any lights regardless. with this you're going 62kph)
Endo Steel
DHS (2 additional for a total of 12)
2 ALRM15
2 ASRM6
1 ML
TAG
6 tons LRM ammo
2 tons SRM ammo (or 4 and 4)
Maximum armor, except the legs at 57
No JJ (they were broken in the latest patch and not worth carrying at present)
Alternatively, The Cat C4, owing to having CT energy hardpoints, makes a decent Brawler
315 standard (speedy zombie @ 78kph before speed tweak)
Endo Steel
DHS
4 SRM4
2 ML
Maximum armor, except legs at 57
6 tons ammo (legs and arms - no ammo in the torsos means they gotta core you to take you out)
4 JJ (while useless for catching air, they can still be used to for spinning, which is handy for a brawler)
Variant: Though I haven't tried it, 1 JJ may be sufficient for spinning, in which case scrap the other 3 JJ and the 2 ML in the CT and stick a LL in there instead. If you like riding the edge of heat management, make it an ERLL.
