That is what the OP is suggesting, that targeting and missile lock-ons should be separated. I'm taking it a step further and saying that ECM should not affect targeting with direct los, however it should break target sharing if intercepted by ECM radius.

The semi-guided munitions section says nothing about *requiring* a TAG (not affected by ECM) to lock-on, only that they are able to do so with a bonus to-hit. Further more, taking into account the indirect-fire section (p.85), and the accompanying image (p.86), PLUS the ECM rules and image (p.136/7), it would appear to me that LRMs use semi-guided munitions by default and that ECM has no effect on the distance that a spotter is able to mark a target, or even on the ability to do so when said spotter is within the ECM bubble (unless a C3 network is in play, but we don't have those yet).
