I plan on building a new PC, But for a budget around 750-800ish and need help/suggestions for it.
here are the parts I plan on getting for the build.
MOB: MSI H77MA-G43
CPU: i5-3470 ivy
GPU: Sapphire hd 7850
PSU; Corsair TX650 v2
MEMORY: Kingston Hyperx blu 8gb (2x4) ddr3 1333
Any help will be greatly appreciated.

Vulpes advice is good, only thing I would take into consideration, MWO uses ~1.4GB of Video RAM at 1920x1080 so if you can afford an extra $20-$30 for a 2GB HD7850 I'd recommend it.

Wait for Haswell socket and CPU due out in Q2....
Newer stuff, better performance with Haswell.
