First, add a third mode to ECM, OFF. The ability to turn ECM off should have been in from the beginning.
Second, add a new weapon system. ARMs or Anti-Radiation Missiles. They home in on the closest source of jamming, enemy or friendly, hence the need to be able to turn ECM off. Make them in 4 and 8 or 5 and 10 packs with special ammunition.
Then ECM could stay as it is and there would be an effective counter to it. If you don't have coordination or warn friendlies running ECM, you might hit them first, it's not a perfect weapon system and has its own downsides.
If anyone has ever played the game Earthsiege, this is straight out of it. That game had ECM as well and also had a counter weapon to it and is worth investigating in my opinion.

Why don't we try to get the EW equipment that is already in game do something useful rather than just make up new equipment, and over powered equipment at that?

Canonical ARMs are a few years out, and they receive bonuses against ECM-equipped units, they don't auto-target friendlies.
A better idea would just be to have ECM combat enemy systems, instead of preventing use of weapons and information warfare capabilities.

I agree, I would rather have them counteract ECM with MW tech currently in game. However, it has been said that the Devs are happy with ECM as it is, and as it is, it sucks. (unless a dev wants to explain what they plan on countering it with or how they are going to make it more practical and less OP so that we are not playing ECM Online)
And, no, not streaks that attack ECM, more like MRMs. More range than streaks, less than LRMs, and power somewhere in the middle.
I do not, and will not use ECM as it is, it makes me feel like I'm cheating. If I wanted an invisible mech(to targeting systems), I would wait for null sig. ECM has made all non-ECM capable mechs almost worthless. The systems that were used to counteract it in previous games are in game now but they do nothing to affect it.

and only one missile, that would give the ECM mech a chance to evade. A barrage is too much an expenditure of ammo. Of course, If we had artillery, put steel on target in about 2-5 minutes - battery 6 - dead.
