[Inconspicuous]

I am not at home but I think: cl_joystick_throttle_range = 1
fixed it for me (I work about 9 more hours so it will be a while before I can check my config).

I use a throttle, but this made it so the middle is stop... Up = Forward and Back = Reverse....
