It might be, but I don't see any reason (from business perspective) for them doing so. Then again, I don't see any reason for them doing balancing the way they do it, so what do I know...

Think of it this way: You see Community Warfare as the most important part of your game, therefor you want as much people as possible to play Community Warfare. But you also know that your IP is rather obscure when compared to AAA titles, your playerbase wont be that big. Organized games between two or more groups would take people away from Community Warfare - sure, you could add the results of their games to Community Warfare, but that opens the door for possible abuse. So those groups will have to drop random against other groups - same as it is right now.

Have to disagree with you here - first, organized matches take time to schedule and people would want to play other kinds of matches in between. Solaris-style tournaments can easily co-exist with planetary league. Second, PGI can simply turn organized matches into a c-bill sink (i.e. no xp/c-bill rewards, plus an entry fee required for each drop), thus forcing players to play other matches in order to finance their tournament participation.
