You can pick your team now... Just go to the social tab and create a group, then invite away...

Note that you will have to use out-of-game resources to find other players to invite, as there is no current means within the game to form a group without already knowing who to invite.
Also, be aware that Group Play and Clan Play are completely different things in MWO. One is playing as a group, while the other is playing as a member of an as-yet unreleased and unplayable set of factions within the game world called the Clans. Asking to join a Clan when you mean to join a Faction or Unit will earn you deserved ridicule from most players.

Merc Corps: "Clans" by the standards of other games.
Clans: Vat-born warriors, invading March 3050(2013).

Technically that be false.
Launching a game will form a group of 8 (yourself + 7 people you probably don't know).

PUGs don't count as "group play" in most of the players. Group Play is meant as organized group play with comms on all team members.
Find a house or unit that you would like to be a part of, most usually have trial periods where you can join up and see what they are like before formally becoming a mechwarrior for a specific unit.

If you want to find a Merc Unit there is a thread pinned called "Hiring Hall" in the merc corp recruiting section. Post your info in the specified format (located on the first page) and you'll be contacted by interested groups. There many merc groups out there some casual, some hardcore. It's up to you and what you want.

Also...
If you don't really want to use voice protocol but would still like to play with a consistent group, I'd recommend checking out this thread:
