I recommend adding a Solaris style combat choice rather than a special event tournament.

Solaris (in canon history) is one of the two planets noted for mech matches (http://www.sarna.net/wiki/Solaris). There are several different sytles of arenas, each offering different types of terrain. The main attraction for adding this feature to MWO would be that individuals and teams could arrange to fight matches, especially intra-house matches. This would allow players to test themselves against others easily.

This could be implemented using some of the existing maps and would certainly be a big draw. A modification to the launch system allowing for invited/coordinated matches would be needed as well.

This style of play would likely be reinvigorating for the user base. I would be happy to answer any questions or provide background/color commentary for the Solaris setting.
