Team Fortress 2 has a penalty system that they incorporate with their Mann vs. Machine mode that prevent players from constantly leaving games to find one with players that have Squad Surplus Vouchers (think of it like farming C-bills in this case). Maybe PGI could incorporate something similar?

Q: What is "abandoning" a game?
There is a difference between leaving a game and "abandoning" it. It is considered "abandoning" a game if all of the following circumstances are met:
You leave a game while playing a Mann Up game on an official server; and
You have not played through a single wave to completion or failure; and
There are 5 or more players currently connected to the server (including you).
Otherwise, it is safe to disconnect a game without being considered an "abandoner."

Q: What happens if I "abandon" a game?
At first, nothing. (Sometimes you lose your Internet connection and cannot get back online to rejoin. And sometimes, you just have to go.) Penalties will be imposed on players who repeatedly abandon games. These players will be temporarily placed in a low-priority pool and will experience longer matchmaking times.

Q: If I'm thinking about leaving a game, how can I tell if I'd be "abandoning" it?
When you press the Disconnect button on the Main Menu, a prompt will confirm one of three things: that you are not abandoning the game and that it is safe to leave; that you are abandoning the game but will not incur a penalty; or that you are abandoning the game and will incur matchmaking penalties by disconnecting.

Note that leaving a game by pressing the Disconnect button ensures that you will never incur a penalty without prior warning. However, if you disconnect through any other means, such as typing "disconnect" or "quit" on the console, or by accepting a Steam invite, no prompt will be displayed, and you may incur penalties without being notified.

Q: What if I crash or lose my connection?
If you crash or lose your Internet connection, your spot on the game server will be reserved for you to rejoin within three minutes. If you do not rejoin within three minutes, you will be treated as if you had quit the game intentionally.

After a crash or loss of Internet connection, restarting TF2 will give you a prompt to reclaim your spot. This prompt will also tell you what (if any) penalties you will incur by declining.

If you meet the abandonment criteria outlined above ("What is "abandoning" a game?"), AND if you fail to rejoin either because you let three minutes go by or you declined the prompt, then you are considered to have abandoned the game.

Q: What if I get kicked for idling?
If you are automatically kicked due to inactivity, you are considered to have quit intentionally. You may be considered to have abandoned the game if the other abandonment criteria ("What is "abandoning" a game?") are satisfied..

When you see a Legendary Founder's mech with no weapons and no armor, not only do you have a pretty good idea of what they're doing, but you can also figure out they've been doing it since before R&R went free. Is IGP going to ban a Legendary Founder?

Why not? They already have the Founder's money, now don't they? ;p

Besides, let's not assume they'd go ''YOU'RE BAN!'' on first offence, even if technically he'd have been doing it for a while, the amount of times he'd be caught doing that could come and affect the actions taken. 3 strikes and you're out!

That would be the simplest solution. 2nd game you DC=no rewards. Then so many DCs per certain amount of time it should even lock you out of dropping for an hour or so. With high numbers of frequent lockouts earning you 1-3-5 days bans on an escalating punishment scale.

It won't stop people from remote accessing their comp from their phone(wall shooters) and dropping with 4fps, but it would quickly shut down farmers.

First, I've dc'd once or twice due to bugs in the game.. you've got to expect it in a game that says it's Beta (though I realize many games say they're always changing and therefor always in Beta.. I think we can all agree that this game clearly matches the original intent of the word.) Other times I try to play through the bug.. either way I feel like I'm a drag on the team.

Second.. SOMEONE has to try to fight the light ECM Streakers. lol.

I didn't read all the way through, so it may have been mentioned, but it just wouldn't be that hard to have a couple of different checks. It doesn't have to be all about damage. How about:
  • Did damage
or
  • Targeteted enemy mech
or
  • Got TAG lock
or
  • Assisted in a cap

I'm sure there could be at least a few others, but the idea would remain the same. Require some action that contributes to the team and award 0Cb/0XP for failing to complete one of those actions. It wouldn't be a major penalty for honest DCs to not receive rewards for games they didn't actually play.

How about cutting us new and inept players some slack here? I am averaging at 50-200 damage per game and I am trying as hard as I can.
I will however happily try to put those few damage points on you should I encounter you as an opponent in a match. :D

if we could get a stable game i'd agree with the OP but as it is most DC's are probably the game's fault, not the players
