1) First and foremost: put ECM on a 'on use' cooldown. Specifically allow a 15-20 second shield with a 40-45 second cooldown and make it activated like a weapon. This encourages more intelligent use of it. Make counter ECM a shorter cooldown and duration; i.e. 5 seconds with a 20 second cooldown. This prevents complete nullification and encourages more intelligent use (i.e. use it when you need it, such as when they're about to get out of view, etc).
2) Make IFF scrambling function of ECM a separate module.
3) Make the umbrella for ECM shorter when BAP is in play (i.e. instead of 180m take it to 60m). This renders void the whole "my streaks can't hit when ECM is up!" problem which admittedly is pretty absurd if you're not in a mech capable of running counter or no one on your team is running counter.
