Hunchback 4SP. 4 meds, 2 srm6's.
C1 Cat: 3 meds, one tag, two lrm 15s.

Learn to be a good pilot with mixed weapons, THEN get a bigger mech.

or feel free to go with any of the one trick ponies you have listed.

boating is tempting, but you will find yourself at a large disadvantage in most situations. the 6x6 cat is only viable in Very close ranges because of the srm6 spread, so you spend a lot of time hunting for close ranges. boating lrms is great if the other team doesnt have any ECM mechs left. i cant say about the phract, not having played it, but it at least has a medium range.
the only mechs i use one weapon type on and excel a majority of the time are the c1 cat with 3 large lasers and the k2 with 4 large lasers.
anything more than 4 large lasers (three really) and you cant sustain the fire. next time you see a stalker with six, for example, dont get giddy- wait for it to shut down trying to pull off a third alpha.

As a Newbie you need all the armour you can get. Don't worry about speed you won't be able to use it effectively, instead, concentrate on survival and go for an Atlas. In the beginning use the old British tactic of marking your target (basically make 100% sure your crosshairs are on it). Next go for an Alpha Strike (Fire everything you have at once) you may be lucky. Watch your Heat, you will only get 2 Alpha Strikes before your Atlas tries to shut down; as soon as you get the warning for shutdown press O to override it, but for Christ sake don't fire again until you loose some of that heat.

Try not to be a Lone Wolf; stick close to anything on your side which shows ECM above it when you put your crosshairs over it. If someone (on your side) gives specific grouping or tactical orders or asks for help, follow them.

you may disagree with what i say, but telling me that actually do i excel with boating on any other chassis, or that i have played a cataphract doesnt make it true. it just doesnt work like that.

if it does, plz post about how awesome i am scoring headshots with my hunchback

36 tubes of SRMs create a storm so massive, anything within 270 meters is at great risks of poofing. I won't bother commenting on anything else you've said, except to say that this is the old 'my foot space marines are totally awesome and work against these newbies, guys' all over.

most things within ~200 meters (in front of you of course) gets hit by something, but certainly not anywhere near 36 srms

It is a very massive load.
36x2.5 damage points. You'll realistically never hit with all of them, but even a partial hit is dangerous.

Oh, and you can't do it more than twice, or you'll shut down from the immense heat, so it's like a shotgun.

If the OP question is really honest...get something like a Centurion or Hunchback for the start.
They are versatile, fast, have good armor and a nice variation of hardpoints.

A bit off topic:
The only mechs and loadouts I seem to see atm are AC20 Cats, SRM6 Cats, UAC/5+AC5 Cataphracts, ECM Commandos with 3 SSRM2, ECM Ravens with Streaks and ML or MPL, and other mechs going 100-150kph for improved lagshield.

Sometimes I just can't stand it anymore. There are no similar mechs and loadouts with the same potential as these cheesy builds.
It kills variation and even some mech chasis (except the ones that pilot a specific mech because they like it).
If you don't use a specific loadout with a mech you're wasting potential, and no, not even the best piloting can make up for the significant advantages of such builds if the other pilot is not a newbie.

Example:
You can make a SRM6 Catapult and get many kills and deal lots of damage with very little skill, while there are no drawbacks for such a setup.
You can go as fast as medium mechs while having the armor of a heavy mech and no heat problems because the heat is lowered by just using a bigger engine with DHS.
You can also use an XL engine without a problem because the side torsos rarely get hit.

Where is the drawback for such a setup?
Boating weapons should significantly increase the chance of getting critical hits on the weapons.

I think the 4SRM6 2ML Cat is preferable to the splatapult, imo at least.

And I think you might find you can do all sorts of fun things with a Cataphract 2X

Hunchie 4sp
Std 260
5 med pulse
2 ssrm2
Ams
Full armor
Ff, endo, dhs

Good starter mech that teaches you about heat management

Has the speed to be survivable

Worse case you still have streaks if your aim sucks

Purchaseable within cadet bonus budget
