If it were up to me I would split ECM into several usable electrical modules. Each alone would be fairly light on crits and weight (1-2 crits, 1-2 tons). But to try and get the full gamut of all ECM powers it would be prohibitive. Then you could also unlock all of them to all mechs and actually have a use for the "modules" hardpoints.
#1 Long-range Stealth ECM
For: Scouting
Prevents all target locks on your mech at distances over 400m.
#2 Missile Defense ECM
For: Battle-Lights and LRM boats
Lengthen enemy lock-on time and missile accuracy targeting friendly mechs within 200m radius of you.
#3 Chaos ECM
For: Brawling
Scrambles enemy mini maps within 200m and disrupts any active ECM within this radius.
