It seems fixed for me too. Apparently calling and complaining until you get what you want does work!
So I got fed up a couple weeks back and started calling numbers listed on the IP's "whois" listing for that tinet-gw.customer.alter.net router. I worked out that (essentially) Verizon leases that node and accidentally activated a routing circuit that's been dead since 2001, causing mucho latency for packets affected by that circuit. I emailed and badgered and sounded strongly exasperated for several hours until I got to the right people.
@agentdavion The ANS Communications, Inc. is the owner of that zombie circuit, and they seem to be out of business. The circuit was created in November 2001, and was never actually paid for/activated. Why it turned on last January is beyond me.
They haven't confirmed that they found and fixed the issue, but it seems to be the case. They helpfully failed to notify me if they did in fact fix it. I escalated my ticket this afternoon, and I should hear something by tomorrow. I'll post a new thread if I get anything conclusive.
