In the MWO wiki it says standard PPC has a minimum range of 90meters, so I thought this meant they do absolutely no damage at less then that range. But then during a discussion in a game some guy says they do reversed proportional damage similar to how for instance lasers work at up to 2x above their effective range. So in effect, ordinary PPCs do ordinary damage at 90meters, then less and less damage all the way down to about 45meters where they turn pretty much useless!?
Can someone please confirm wether this is true or not?

I can confirm it, they do 0 damage at 0 meters, scaling linearly to full (10) damage at 90 meters.
Edit: well almost anyway.

This is correct although I was under the impression it scaled all the way down to 0 and it would be doing half damage at 45 meters

I can confirm the above, I've killed a few mechs with my PPCs inside 90m.

Its needs an override/supercharge button to negate the minimum range but have a chance to damage the weapon

We have those.
ER PPC trades no minimum range drop off for increased heat.
That they also shoot farther is a nice side bonus for me.
I use them in my HBK-4P, CN9-AL, and CPLT-K2.
