Do you shoot somebody and it lasts a little while. Or is it something you have to hold on them for it to do any good?

You hold TAG on a target and it will help guide missiles into it. There is some debate on the effectiveness of ECM against TAG.

Fire it at a target and you'll see a little cross-hair symbol show up next to the targeting triangle whatsamawhozistz. You have to keep the beam on them to maintain the effect. It fades in 1-2 seconds. LRMs fired at a target that is TAGed have a tighter grouping so less will hit the arms, legs and the ground around the target.
You can also use it to bypass ECM protection. If you're outside the 180 ECM bubble you can fire it at an enemy mech inside the bubble. This will allow you to target and lock on to them and if YOU target them, even if you don't have LRMs or SSRMs equiped your TEAM MATES can target them and use their LRMs, if they have any. Again as long as the beam is maintained, If you're inside an enemy SCM bubble however TAG won't do anything for you. Thankfully it has a range of 750m
I'm a big fan of TAG, I try to fit it on most of my mechs, even ones that don't use LRMs or SSRMs as I find the added damage potential from allied missiles and ECM penetration effect to be well worth the weight and it isn't nearly as hard to use as some might claim
