depends on positions and RLY depends on speed of both mechs. You know if that mech with SSRMs is faster than LRM one(like jenner vs catapult) then LRM mech loose -.- .

I don't think anyone is that stupid anymore to boat LRM without any CQB weapon.
But who knows.

Yeeah, a backup weapon IS needed.
My LRm boat Stalker carried 4 Med lasers, that is usually enough to scare of lights.
And can a LRM boat kill lights? sure, it depends on your positioning, the positioning of the light, etc.
Most LRM boat players are stupid, they tend to fire at the first sighting of a light and then use their freaking lagre launcher(s).
When i see a light in a distance i tend to wait a second, see what he/she does, hope for someone of my team that uses TAG, OR that the light pilot is dumb enough to get out in the open without terrain defense. Or i can even TAG him myself.
And then i start the chainfire rain of my LRM5/10s and enjoy lighting him up.
If the light manages to get close to me i made a mistake or my team f'ed up, and then i can only hope that my lag-shield aim is true this day.

To make this clear, if the question is "Can an LRM boat kill a light mech?" then the answer is yes. If the question is "Can an LRM boat kill a light mech alone?" then the answer is no.
A lone LRM boat is easy prey to almost any light mech, regardless of whether they're carrying an ECM or not. The light mech can just get within 180m and stay there, and the LRM boat won't be able to do anything about it unless it brought SRM launchers or lasers too. However, if there is a second LRM boat 300 or 400 meters away with a TAG, it's the light that's going to lose. As homing systems, LRMs completely ignore the phenomenon called the "lag shield." On top of that PGI's rule set actually has LRMs doing 80% more damage than they do in the tabletop and miniature versions. So except for lucky gauss rifle or AC/20 hits there is no faster way to kill a light, or any mech, than LRM bombing him while he's busy combating your own team's light mechs or busy with someone else. Mind you, even though it's fast, it still isn't easy. You pretty much need TAG or a friendly ECM ally to have any chance of killing an ECM light.

I dont get the question.
Inside 180m nope.
If hes somewhere in the open Artemis+TAG+LRM make them faceplant extremely fast.

If by "lite" you mean "light" than probably yes.
In the times of LRM rains, when death from above was the only death that happened, no doubt they could kill lights. Actually they were the only thing that could kill lights reliably.
Now, when 2/3 of light Mechs you encounter have ECM, can't be reliably targeted with TAG and missile flight path does its best to hit as many rocks as possible, you rely on luck more than anything else. Doesn't mean it can't happen, but it is improbable.

LRM boats will tear apart a light mech thats moving slow and in the open.
They will do much less damage as the light mech moves faster, and no damage if blocked by buildings and hills.

LRMs are definetly capable to destroy any mech, light or assault,no matter. But you have to learn their strong and weak points, but that can be said about any other weapon.

Into rocks they swiftly fly

Rookie pilot shoots at will, does not move nose over hill.
Snaps to fire as he see, doesn't care a mech may flee.
Check your map before shot,
and you'll see kills you'll got.

This is why I tell any lights on my PUG teams to pull back if they have trouble and not die. Then I shout to them whenever I spot a light harrassing our mechs to go take it out. More often than not they will actually listen. Most light pilots are happy to be useful, plus any good light pilots love to go after distracted enemy lights and will leap at the easy kill. No amount of speed or small lasers will make up for a light mech escort covering your back.
One can't counter everything with a single mech build. But one can counter anything with some proper teamwork. Even in PUG matches, all it takes is to say something in chat to get people working together.

When stranded.
Does the Light has ECM, has half a brain, & decent armor still left?
Then no.
Does the Light move at 150 kph? (I.E: Speed tweak mechs)
Then probably no.
Does the Light mech move at <100 kph, has no ECM, & also be several hundred meters away?
Aye, you can.
