Sometimes Frozen City loads without building or cliff textures

Steps to Reproduce
0. Boot the game.
1. Login to the game.
2. Launch a match in Frozen City.
3. Observe missing textures

None Known

Workarounds
Delete your shaders folder and reboot the game.
