So is this an intended change? Previously if a mech overheated and shutdown you maintained lock and target info. Did we revert to losing info and lock on overheated mechs?

Negative, he did it twice after the first time. Obvious overheating from weapons fire and shutting down.
And besides, if you are manually shutting down when you are face to face with an atlas you are doing it wrong anyway
EDIT: And if he was overriding and manually shutting down i would've seen him take internal damage, per the patch notes.

Any info on whether or not we are now actually supposed to lose target lock on mechs that are shutdown from overheating would be appreciated.

Because when they changed it to what it was before this patch(we kept target lock on mechs shutdown from overheating) they made a point to tell us about it.

ive been and seen people shoot friendlies who over heat because of the lost F/F arrow above thier head.
this cannot be something PGI wants cause it adds another level of difficulty specialy for new, bad and dumb players for no immersive or any other bennifite i can see.

its just that over heating will make the triangle above your mech disappear just like powering down would. it has nothing to do with with overiding or trying to start faster cause today i was shot by a pug with the last enemy still alive after killing the second last guy and over heating. i dint try to start up faster or override and i did not get the lack of hud bug after overheating. the last guy was being killed 800m away and i wasnt gonna be able to help so i didnt bother trying to start up faster, what did happen was a friendly pug stalker confused as to why i had no triangle shot me with 4 srms and 6mlas. if RnR was still in it would have been more then a little annoying. since i went from being hardly damaged to missing half my mech.

Right now it's 1.5 tons that has very little benefit compared to ECM. 9/10 shutdowns are due to heat, and are not some sort of masterful strategic feint, so in order to make BAP have a use, mechs that overheat need to only be lock able if you have a BAP.
Just my conjecture, but even with this buff (assuming it is a buff) to BAP I likely won't take it. Most overheats though not all happen in sight of an enemy during a knife fight. Friendly fire can happen due to this but hopefully only one of you shuts down and your team can see who is who by the process of elimination.

As this change is not listed as "feature" in the patch notes, it seems reasonable to assume that the change is an unintended side-effect (aka: bug) of the reworked power down system and it would be desireable to have the problem fixed.

Again no, this is either an unlisted change and intended, or a bug that came with the new shutdown override mechanics.
Way back in early closed beta, you lost target info on a mech that had been shutdown due to overheating.
When they changed that specific mechanic they informed us in the patch notes that we would now keep target info on mechs that were shutdown due to overheating, but would lose lock on mechs that were manually powered down. This was how it was until the last patch.
I for one would love some clarification on this *specific* point.
