Idea 1. Fluff, and possible minor $ generator
Let us look around the Mech as soon as the game loads, and we are waiting for players to join & countdown. Also cockpit light, and dashboard toy toggle. Talking about head look; not mech movement / twist.
Reason:
Gives you some pre-game entertainment, and more reason to outfit & enjoy your mech with dash toys etc. Promotes further customization like outfits, and so forth.
Idea 2, game mechanic thing
Side view mirrors! lol I'm actually serious. This could be an add on module or something. Or a toggle. I myself don't know if I would like them or not, id have to try them first to see. They could be cameras instead of mirrors.
Idea 2a, rear-view camera. I find myself wanting to see what's behind me.. When I'm circle strafing on a slower mech I'm wondering if my enemy has changed direction etc. This could be a temporary toggle view, or a dashboard screen view.
Just some ideas. I have no reservations about giving the first one cause it's fun & fluff, but the game mechanic things are another matter entirely, and merit game changing consideration. Normally I don't like to give game mechanic ideas as they should be in the hands of the creators, but I'm just sharing what immediately came to mind.

The ability to free-look before the match starts wouldn't hurt and as the OP points out might encourage people to decorate their cockpits a bit more. I'd actually add the ability to set weapon groups, toggle missile bays doors, and so on as things that can be added as pre-game functions.
Rear view is canon (radar in BT universe is 360 degrees) and should realistically be in this game. Since it's not how radar works in MWO, there'd be nothing wrong with a rear-facing camera as an add-on or something IMHO.

Your first idea is a good one. I agree we should be able to do weapon group setup and cockpit looking before the round.
I don't think the rearview mirror would be feasible. Keep in mind the size of the mech. The mirror would either be blocked by the mech or so far away it would be hard to see anything worthwhile. They did introduce 360 degree target lock module though. With that and the minimap you essentially have a "rear-view mirror".
Glad you're enjoying the game, as am I. I hope you continue to enjoy it and stay the F away from these forums. They mostly paint an inaccurate picture of exaggerated flaws.

Side view mirrors was the idea. Partly the thought of side view mirrors (like on a car) are somewhere between goofy, tacky, and useful that the thought just amuses me.
Yeah the rear view would need to be a camera id think too.
Ah yes, the 360 target! I completely forgot about that. I think I will train up for that & give it a go to see how I like it.

Yes ctrl will let you look around as you wish but not during prematch as you suggested. Would be nice though.
Period key will adjust cockpit lighting but again not during prematch.
And rearview cam is in previous versions of MW and devs have tried it here but found it buggy and may be working on it.

As regards the side/rearview bit, they wanted to do it but due to how the crytek3 engine does it's rendering, it's not feasible. Basically it boils down to the engine renders the entire world twice if you put in a rearview/sideview option, which tends to bog down even the best of computers. If they can ever figure out how to make it work without that problem, we'll probably get it, but until then...you twist your torso and turn

1. Startup sequence from the patch fixed it.
2. As much as it'd be nice, it's unrealistic for the same reason the Zoom Module sucks: they can't afford to re-render anything. Having another camera drawing another scene behind you would just be too much of a performance hit right now (and maybe forever).
