first, unlock and learn a master skill and then sell the other.
after that you will only have to master 3 basic variant of another
heavy mech to unlock elite/master for that variant.
example
- 3 catapults have all unlock to master and one of them have the master learn.
- you can sell the other 2
- buy 3 dragon and learn all basic stuff
- you can sell 2 dragon and kep the one you lke most there all master, just have to learn them
you can repeat the process with light, medium, heavy and assault class

No.
Once you've learned a skill, you keep it. However, you need to own the variant to spend further XP points on it.

You don't need to do that if you don't want master on that mech. It works by just getting them all to master (without buying it).
Did it the other week on a mech

I've sold lots of mechs and any efficiencies I've unlocked on my remaining mechs are preserved.
What is interesting is that when I look at mechs I've sold (no longer own) in the Pilot Lab, it still shows that I have earned the Basic or Elite efficiencies on those mechs. I suspect (haven't actually tried it) that if you were to buy back a mech sometime in the future, any efficiencies you unlocked the first time would still be unlocked when you re-purchase it. I don't think you would have to earn them all again.
