So, you can destroy weapons if you punch through armor, what about ECM?

It should be included on the crit list of the location that it is in

The same. Crit the ECM with enough damage, and you'll knock it out of commission.
Took out the ECM on a Commando once, by smearing his face with SRMs.

i can confirm ecm can be crit'd ... had my ecm taken out on my spidy on one match still survived to the end
