Current Speed = Throttle Speed - ( (Heat%-25) / 2 )%

So for a 100 km/h mech, 0-25% heat means full speed.
50% heat = -12.5% = ((50-25)/2)% = 87.5 km/h
99% heat = -37.4% = ((99-25)/2)% = 62.6 km/h

If you slow down your heat dissapates faster right now, I wouldn't be averse to something like this though I think your numbers might be a bit extreme.

I like this idea as well. This would make scouting viable. At the moment, when you scout and run into enemy party you are dead cause its hard for you to out run them if you are zig zagging. If the heat made them slow down then you would be able to break away.
