Lasers aren't hitscan. You can easily drag 9 medium lasers over an Atlas' arm, not deal full damage, and have him tank it like you were flicking peas at him. You've got to keep the lasers on for the full beam duration for them to deal anything resembling damage. Just because his arm flashed on the paper doll doesn't mean you dealt 9 medium lasers worth of damage to him.

What you are describing can come down to faulty hitboxes, bad latency due to distance from the server, or simply bad net code.

In other words, the system they implemented to prevent exactly the cheating you describe is causing the effect that cheating would have been used for.
On the plus side it is monstrously less common now than just a few patches ago. They actually have made great strides in trying to balance the server not knowing where things were when you fired. It shall get better still.

Commando doesn't carry 9 Medium Lasers, Atlas can't carry 2 guass rifles. Pretty sure this has absolutely nothing to do with you.
Back on topic, server hit detection is not so great, i think especially so if you have bad ping. I usually have 300-330 ping from living in Australia. The result is that when ima firin mah lazer it looks like its burning holes in mechs but the crosshair never turns red.
Bottom line, i have to aim into clear blue nothing to hit a mech that is moving. Hopefully the coming netcode fix will make this a thing of the past, but we'll see.
By the way, never seen any cheaters. I have not even suspected anyone yet.
