PS: To ask anouther question off of yours; is it spacific to an arm (example) right arm has different hardpoints than left arm?
if it has a hardpoint open can you place the weapon in a different location like if 1/2 and you place the last one in the arm?

We don't know any specific hard point layouts completely at that time, as far as I know we've not seen a Cicada in the mech lab so I can't answer that definitively. Yes each arm has unique hard point layouts though they may also be identical. For example: The Centurion obviously has a ballistic hardpoint in it's right arm, but may not in the left while a hunchback stock variant has at least 1 energy hard point in each arm.

The Cicada does not have arms. The version of the Cicada we have seen is 1x medium laser in left torso, 1x small laser in center torso, 1x medium laser in right torso, and 1x Ultra/5 in the left torso. (There may be additional hardpoints but which ones it may have is unclear.)
right arms and left arms (and right torso or left torso) most certainly can have different hardpoints.

Kinda reminds me of the old tactic of targeting a mechs hard points in hope of damaging the weapon system attached to that hard point.

this proves that one of the varients should have arms otherwise not all this would fit on a mech without the 12 crits in each arm (minus shoulder, upper arm acuator ect. it is around 8 an arm) so this is some hope that one varient latter on will have arms!

Also see the 3039 and 3050 record sheets or TROs.
Also, the Technical Manual (by which rules 'mechs are built) does not list armlessness among its construction options; whether you want them or not, whether you armor them or equip them, every omni- and battlemech has arms, at least until such time as they get blown off

no not enough tonnage.
Armor:Ferro-Fibrous 6.5 tons ( just 6 if 0.5 increments are not able)

Umm I just made that very mech with a Jenner by simply dropping down to 6 tons of armor from 6.5. So it is very possible to do with a Jenner. Go down to 5.5 tons of armor and you can even get CASE.

Can always use small lasers instead of machine guns also.
Or even medium lasers since there's 2 tons of machine gun there with ammo.

I've confirmed this, although if you have the hardpoints for the MGs in the Cicada, you'll have 1.5t more armor and 1.5t more room for equipment (6 more Narc ammo and an extra MG, or maybe ECM then) at the same speed.
