I'll say yes. A classic example:
That's going pretty far, but the response, while accurate (they do need to learn to play) is unhelpful, hostile, and immature.
Situation:
A new player is having trouble, and doesn't understand how certain game mechanics/tactics/behavior are being detrimental to their gameplay.
Honest but horseshite response:
Learn to play noob
